In response to the catastrophic HIV epidemic in Washington DC, which has one new infection every 5 hours and a new infection rate 12 times the US national average, The Condom Project created the LIFE GUARD program. LIFE GUARD is a non-traditional and comprehensive system to reduce the transmission of HIV, driven by the involvement of peer-to-peer social networks, local businesses and community-based organization outreach services. LIFE GUARD incorporates condom and lubricant distribution with access to services including youth and HIV awareness, substance addiction treatment, harm reduction (including needle exchange, information about proper condom use and disposal), domestic violence support and mental health and STI treatment.

LIFE GUARD makes available free condoms, lubricant and life-saving 24 hours a day, 7 days a week, in communities at risk throughout Washington DC. LIFE GUARD is a partnership between TCP and five community organizations, including: MetroTeen AIDS, PreventionWorks!, Regional Addiction Prevention (RAP), Whitman Walker Clinic's Max Robinson Center and Women Empowered Against Violence (WEAVE). Our partners have established reputations as public health organizations and provide direct services to the DC community.

Each LIFE GUARD pack contains a regular condom, an extra-large condom and a water-based lubricant, and is enclosed in a small tri-fold resource guide which includes clear and concise information (1) about how to properly use and dispose of a condom as well as what to do if your condom breaks and (2) contact information for community resources that address social factors that can lead to HIV infection. To reach the potential illiterate audience within the community, the resource guild also contains culturally appropriate pictograms illustrating the information.

LIFE GUARD packs are currently available 24/7 at two LIFE GUARD stations in Southeast DC, easily accessible at a laundromat and a fried chicken restaurant. In February 2007, Washington, DC's Office of HIV AIDS Administration (HAA) became a government partner of LIFE GUARD, and announced that it will make 300,000 of the new DC Department of Health condoms available to the program before year's end.

LIFE GUARD was launched on World AIDS Day, December 1, 2006.
